H.R. 4754 (H.Amdt. 646)- 108th Congress
An amendment that would prohibit the use of funds in the bill to prevent the states of Alaska, California, Colorado, Hawaii, Maine, Maryland, Oregon, Vermont or Washington from implementing state laws authorizing the use of medical cannabis.

H.R. 5672 (2006 Hinchey-Rohrabacher Amdt.)- 109th Congress
An amendment that would prevent the Justice Department and Drug Enforcement Administration from federally prosecuting state-authorized medical cannabis patients and their care-givers.

H.R. 2673 (Section 177)- 108th Congress
An amendment that would prevent funding to any Federal transit grantee after February 1, 2004, involved directly or indirectly, in any activity that promotes the legalization or medical use of any substance listed in schedule I of section 202 of the Controlled Substances Act.

H.J. Res. 117- 105th Congress
A resolution expressing the sense of the House of Representatives that marijuana is a dangerous and addictive drug and should not be legalized for medicinal use.

Here's how the scoring works: After finding legislation that was actually voted on, the amendments were weighted based on relevancy. If the amendment was pro-cannabis, and the Representative voted for it, s/he received a positive score. Negative scores were assigned to those that voted against pro-marijuana amendments. If the amendment was anti-marijuana, and the Representative voted for it, s/he received a negative score. Positive scores were assigned to those who voted against anti-marijuana amendments. The scores were ultimately tallied and the Representatives with the highest scores are the most cannabis-friendly.
